  kwargs 
) 
Returns a Basemap object (NPS/SPS) focused in a region.

lon_w, lon_e, lat_s, lat_n -- Graphic limits in geographical coordinates.
                              W and S directions are negative.
**kwargs -- Aditional arguments for Basemap object.
